This paper presents an overview of the dimensions of unsafe motherhood, contrasting data from economically developed countries with some from developing countries. It addresses many common factors that shape unsafe motherhood, identifying medical, health system and societal causes, including women's powerlessness over their reproductive lives in particular as a feature of their dependent status in general. Drawing on perceptions of Jonathan Mann, it focuses on public health dimensions of maternity risks, and equates the role of bioethics in conscientious medical care (...) to that of human rights in public health care. The microethics of medical care translate into the macroethics of public health, but the transition compels some compromise of personal autonomy, a key feature of Western bioethics, in favour of societal analysis. Religiously‐based morality is seen to have shaped laws that contribute to unsafe motherhood. Now reformed in former colonizing countries of Europe, many such laws remain in effect in countries that emerged from colonial domination. UN conferences have defined the concept of ‘reproductive health’ as one that supports women's reproductive self‐determination, but restrictive abortion laws and practices epitomize the unjust constraints to which many women remain subject, resulting in their unsafe motherhood. Pregnant women can be legally compelled to give the resources of their bodies to the support of others, while fathers are not legally compellable to provide, for instance, bone‐marrow or blood donations for their children's survival. Women's unjust legal, political, economic and social powerlessness explains much unsafe motherhood and maternal mortality and morbidity. (shrink)

An increasing number of children are adopted in the United States from countries where both medical care and environmental conditions are extremely poor. In response to worries about the accuracy of medical histories, prospective adoptive parents increasingly request genetic testing of children prior to adoption. Though a general consensus on the ethics of pre-adoption genetic testing (PAGT) argues against permitting genetic testing on children available for adoption that is not also permitted for children in general, a view gaining traction argues (...) for expanding the tests permitted. The reasoning behind this view is that the State has a duty to provide a child with parents who are the best “match,” and thus all information that advances this end should be obtained. While the matching argument aims to promote the best interests of children, I show how it rests on the claim that what is in the best interests of children available for adoption is for prospective adoptive parents to have their genetic preferences satisfied such that the “genetics” of the children they end up adopting accurately reflects those preferences. Instead of protecting a vulnerable population, I conclude, PAGT contributes to the risks of harm such children face as it encourages people with strong genetic preferences to adopt children whose genetic backgrounds will always be uncertain. This article presents data from the Growing up with Media study related to the implementation of a risk reduction protocol that resulted in three groups of youth: low-risk youth (no flags), youth flagged because of violence involvement and not clinically referred; and flagged youth who were referred to a team clinician due to additional risk considerations. Data are from 3,979 US youth 14–15 years of age recruited through social media between October 2018-August 2019. Four in ten youth were flagged for (...) review. Findings suggest that this methodology of identifying and reviewing cases appears to be working as intended: Not only did referred youth have more flags than non-referred youth, but post-hoc analyses suggested that these youth also had higher rates of psychosocial problems (e.g., non-victimization adversity, substance use, and depressed mood). The implementation of a risk reduction protocol such as the one described in this article adds a layer of human subject protection beyond the more standard list of websites and hotlines provided to all participants in most studies. This protocol leads the way for future studies to recreate a similar process to address concerning responses collected from survey research. (shrink)

What explains Germany’s exceptional labor market performance during the Great Recession of 2008-09? Contrary to accounts that emphasize employment protection legislation or government policy, this article argues that actions by firms—embedded in ever-changing coordinative institutional structures—were crucial. Firms chose to keep rather than shed labor, a strategy induced by a “toolkit” of flexible labor market instruments that had evolved incrementally over the past thirty years; wage restraint and successful internal restructuring of firms during the past decade, which fueled an export (...) boom before the crisis. Firms thus had some margin for maneuver, using internal flexibility to protect their investment in skilled workers. These and other institutional changes driven by firms reflect a process of successful adaptation to external economic challenges, but did not fundamentally undermine Germany’s coordinated form of capitalism. The result is not a new German model that was purposefully designed; instead German firms slowly discovered new ways to cope with economic challenges. (shrink)

European states differ tremendously in the extent to which their national education systems administer preschool programs, and whether or not these services can serve as day care for working parents. This article traces contemporary policy differences in three countries—France, Sweden, and Germany—to the effects of nineteenth-century conflicts between religious and secular forces over education. Intense, clerical-anticlerical conflict in France led to the incorporation of preschools into the national education system. In Sweden and Germany, the more accommodating relationship between church and (...) state assured that no such incorporation took place. These decisions had lasting consequences for the nature and extensiveness of child care services for preschool-aged children. (shrink)

The state is central to social scientific and historical inquiry today, reflecting its importance in domestic and international affairs. States kill, coerce, fight, torture, and incarcerate, yet they also nurture, protect, educate, redistribute, and invest. It is precisely because of the complexity and wide-ranging impacts of states that research on them has proliferated and diversified. Yet, too many scholars inhabit separate academic silos, and theorizing of states has become dispersed and disjointed. This book aims to bridge some of the many (...) gaps between scholarly endeavors, bringing together scholars from a diverse array of disciplines and perspectives who study states and empires. The book offers not only a sample of cutting-edge research that can serve as models and directions for future work, but an original conceptualization and theorization of states, their origins and evolution, and their effects. What are the political pathways to the dual earner/dual caregiver model? Are most countries likely to attain only a partial transformation of policies and societies, rather than a full embrace of this model? This article examines the development of work-family policies in Western Europe to probe the politics and consequences of these programs. In many countries, the political context frustrates efforts to enact a unified, comprehensive vision like the dual earner/dual caregiver model. Rather than achieving gender-egalitarian arrangements for work and (...) care, countries may stall halfway there. Advocates should be careful in what they ask for and be aware of the challenge of keeping gender-egalitarian goals at the center of a policy-making process over which they will not have full control. It has long been recognized that cancer onset and progression represent a type of reversion to an ancestral quasi‐unicellular phenotype. This general concept has been refined into the atavistic model of cancer that attempts to provide a quantitative analysis and testable predictions based on genomic data. Over the past decade, support for the multicellular‐to‐unicellular reversion predicted by the atavism model has come from phylostratigraphy. Here, we propose that cancer onset and progression involve more than a one‐off multicellular‐to‐unicellular reversion, and are (...) better described as a series of reversionary transitions. We make new predictions based on the chronology of the unicellular‐eukaryote‐to‐multicellular‐eukaryote transition. We also make new predictions based on three other evolutionary transitions that occurred in our lineage: eukaryogenesis, oxidative phosphorylation and the transition to adaptive immunity. The idiomatic use of ;xs1F24λλ' xs1F24 found in classical writers is familiar in Aristotle; but there is a set of passages for which the ordinary renderings of it fail, and the difficulty is such that the text has been suspected. Bonitz, for instance, Index Aristotelicus, 33b2O, says of two of these passages, Pol. 1257b21, Metaph. 1038a 14, that xs22EFλλxs22EF is enough by itself, or even that xs22EFλλxs22EF without xs1F24 seems required , and it has been proposed in the second of (...) these places to read xs1F96 for xs1F24. Besides, my paper, though duly registered in the Revue de Philologie, (...) is omitted from the index of that periodical; the aforesaid Transactions are out of print, and by some mischance my correction of the wrong rendering did not appear in the last edition of Jowett's Plato, though Jowett intended it should. To this serious exception must be taken; or perhaps not too serious, because the proposal can hardly be due to anything but haste and want of revision.It is not only in disagreement with a familiar idiom, but is easily seen to be inconsistent with the context, which can have barely received attention.The passage is as follows: ξE.

Much scholarship on boundary-making focuses on dyadic relationships between “us” and “them.” Yet the presence of multiple categories within societies allows for complex interactions among more than two potentially relevant groups. To capture this phenomenon and its dynamics better, we develop the concept of leveraging: the strategic manipulation of social distance among three or more constructed groups for political gain. The use of one group as a lever against another may involve stigmatizing or elevating categories of people along boundaries of (...) race, ethnicity, national origin, religion, gender, class, sexual orientation, or other salient social markers. We theorize these processes and identify the motivations of the initiators of leveraging as well as the range of possible responses to it. We use a pair of empirical case studies drawn from contemporary Europe and additional examples from other settings to demonstrate the relevance of the concept. Conceptualizing leveraging both improves our scholarly understanding of group-making processes and offers political actors tools for interpreting and responding to a common set of strategic practices.
